Sequencers won't have the possibility of delaying realtime modulation 
(e.g. Pitchbend).

If you reduce the application to straight note CVs, then the solution 
with two S&H or the A-152 as Zoran suggested, is less costy and also 
applicable to any kind of CV/Gate-Signal.
