Does anybody know if I can use the Midi Out on my guitar effects board 
to interface with the A-190?

I am assuming there would be no problems, but I just want to be sure.

To use the A-190 you need a Midi transmitter that generates Midi note on/off
messages. I don't think that your guitar effects board is able to generate
these messages.
