hello,
regarding the question of "cutting" 1hp off of a mult to use up a 3 hp  space 
-  i`m not a metal familiar type but could possibly the 1 hp be  "ground"  
off with a grinding wheel ? for such a tiny amount to be removed,  i wonder if 
this might not be simpler ? and, everyone i do know that has some  kind of home 
workshop either has a bench grinder or a grinding attachment for  some other 
power tool like a drill.
just an idea.................

Grinding off 1HP off a 3HP panel would probably be easier than my  
paper cutter method. Trimming small bits off of small pieces is hard  
to do with the paper cutter (they tend to move around too much). It  
is much easier to trim off a 3HP piece from a much larger panel (say  
the back panel). The only concern with the grinder is it will get  
really, really, hot. Handle with care. And protect your ears! Nothing  
worse than the sound of grinding metal.

The eyes, though, are totally safe to leave unprotected.

No. Strike that, please wear eye protection while grinding or cutting metal!
