The problem is that everything on a modular is relative. Meaning, even if you calculate the precise voltage at 1v/oct necessary for that range, you've still got to deal with the knobs on the VCOs and its own inherent drift and nonlinear issues (present in any analogue system). To get precise control like that you'll have to do some precise calibration EACH TIME you turn the stuff on, as well as (IMO) wait a good 1/2 hour before doing so while the units warm up. To measure it you need a frequency counter, a device which'll tally pulses over time and give you an accurate measure. You could do it on an oscilloscope but it wouldn't be as precise.
