Envelope Mystery

Hi folks. I have a mystery I need help with. Every time I play my modular, the first note is about 3db quieter than the all the subsequent notes I play. The input is midi into the A-190-1 The trigger comes out of there into an A-140 envelope generator That triggers an A-132-3 dual VCA set to "Exp". The audio in is directly from an oscillator I first noticed it when I was using an Intelijel Dual VCA so I switched to the Doepfer. Same problem with both. I've now tried all 3 of my A-140s and also my A-143-2 quad Envelope Generator. Same problem occurs with them all. Looking at the recorded waveform, it looks like the first note I play, the envelope has the decay time set to close to zero and the sustain level set to about 6. Then all the next notes, the sustain is back up to 10. But in all cases I have the sustain level set to 10 all the time. Also, this only happens when the time switch on the envelope generator is set to M or H. When it's set to L the output is much higher (causing the audio output of the VCA to be louder) but there is no difference between notes played. HOWEVER... when I take all the same sources and plug them into an A-131 exp VCA it works exactly as expected. Every note is the exact same volume! Any idea why the dual VCAs are behaving this way?
