Strange problem.
For info, I used to transfer SysEx from a MidiMan USB
2x2 using FreeLoader (Alesis) to a VFX-SDII without
any problems, back and forth.

Your SysEx is OK.
Your VFX is well-configured to receive the SysEx.

The problem seems to be from the MIDI interface
configuration somehow...
