Here's an idea.
When you go into:
Controll Panel
        Multimedia
                MIDI tab
Does your USB interface appear in the list of MIDI devices?
If so, go to the [Advanced] tab and doulble click your USB interface and
see if "Use MIDI features on this device" is enabled.
