I've been controlling another synth (a Roland JV-1080) for years
without problems.  But the JV-1080 has a much newer implementation of
MIDI than the DX7 would have.

What you need is in depth information on what kinds of midi messages
the DX7 can receive, and if/how you can send those messages with the
VFX.  I don't have a DX7 or any documentation for onw, so I can't
begin to tell you what the solutions are.

Except I do remember that controlling external volume, if the DX7
responds to the volume controller (midi controller #7? don't trust my
memory on that one), you should set LOOP=OFF and then adjust the
channel volume from the performance.

(And note that, while the volume slider on the front panel controls
the VFX exclusively, a CV-Pedal on the pedal (not footswitch) input to
the vfx, controls both the volume of the external device and the VFX
itself.  IF the VFX pedal input is configured to do volume control,
that is.)
