You have to send one program change after the other.  To get cakewalk
to do this, you may have to put a program change into the track,
rather than just set the track to a particular value.

The bank select message was added to the MIDI standards after the VFX
was produced; it is arguably a better solution to the problem of
selecting more than 128 sounds, but I'm sure not all sequencing
software would have supported it at the time the VFX was released.  I
believe the next Ensoniq family, the TS series, started to use the
bank select parameter instead of multiple program change messages.

Not sure if this'll be any help, but maybe it'll point you in the
right direction.
