Try looking at the NEC Mutisync monitors, most of those allow re-scaling of the image (do check the manuals online before ordering one though because not all of them can).
We bought a brand new one for work recently to display a vga camera image but it was being stretched. It was 17" (I don't have the model number to hand) and it was about £160/£170 from Insight. I tried one of my old NEC 1850E's out to see if it would solve the problem and it did.

Does anyone know which LCD TFT flat panel monitors will display all of the
vertical information from a CG-3 graphics card installed in an MFX-2 ? I
have the VGA CG-3 graphics option in my MFX-2's. All the flat panels I have
tried are missing some of the vertcal information. Many thanks.
