Solder paste consists solder, in the form of tiny spheres, suspended in a semi-liquid flux paste. Heating drives off the flux and melts the solder onto the copper traces or pads. Surface tension of the melted solder will tend to keep it on the copper but you'd want to put the paste on the copper fairly carefully rather than painting it all over the board.
