1. They figure you'll buy other things too. 2. Many people just never get around to mailing in the rebate (as I sheepishly hide the $30 in rebates I just remembered I had to send in before the end of October) 3. Often there are very specific conditions set on the rebates that if you don't follow them, you don't get the rebate. In spite of #3, Staples has been very good about rebates. One or two people on the Heat Transfers list just posted glowing recommendations for Staples for the lengths the managers went to in order to make sure they received their rebates.
