All toner transfer layers when printed must be mirror images. You should not be able to read the print directly. Look at the diagram through the paper when held up to light. The toner side should be facing the light. That toner will be transferred to the board as you see it through the paper. You do use the mirror image. Try the experiment with a piece of paper. Try to transfer the image from the paper (cheap paper, scrap of board) to the board. You should see the image properly. In some programs, you may or may not automatically print the bottom layer reversed, you do, this is good. It saves a step.
