Homebrew PCBs

Since there appears to be a capacitor present the motor in the picture is wired correctly. If there were no capacitor it would not run.

Do all 3 need to be attached to make it go clock wise? 
counter clockwise?
Which wire is neutral?
Which wire is is hot?
