I really like the limiter from Elemental - but of course there are others from Universal Audio, Waves, etc. I am not a big expert but you can both compress and limit - in fact you can use multiple compressors with different settings. Another thing that can bring up the volume is to cut all bass under 30 or 40 hz which you normally won't hear anyway.
