Aaron,

    Select the track thats doing the wierd stuff, then select "Event List" From one of the tabs 
up top .... toward the right.  

      Look down the list and there should be midi data that reflects your volume surges.  
Delete/tame the fluxuations to your taste.   The left column indicates the kind of MIDI 
event like: Note, sustain, volume, etc.

      I had the same thing happen when I imported a MIDI file, choral piece that originated 
in a Finale project.   Finale tried to humanize it by adding dynamics changes, those 
fluxuations were imbedded in the midi code.

      That drove me nuts until I found it.  Even telling the automation to be "off" on the 
channel didn't fix the problem.
