I solved my problem and it works like a charm.  The issue was setting the
correct start time  in Logic's sync settings.

Logic's default start time is 1 hour, so if you are sending MTC starting
from zero then you need to set your sync settings, thus: 

File > Song Settings > Synchronization 
set 'Bar Position' to "1 1 1 1", 
set 'Plays at SMPTE' to "0 : 0 : 0 : 0" 

I hope that helps someone else who has to sync up Logic with ADATs.  If you
do as I have outlined below and use the correct start time, it works
incredibly well.
