Syncing to Flash at 12 f.p.s. problems - advice please.

I am having nightmare problems attempting to sync my Logic Pro 7 audio 
to a Flash movie.

The cartoon is at 12 frames per second, and I converted it into a 
QuickTime .mov using SnapzProX to be able to view it as I construct the 
audio in Logic Pro 7.

I got everything to match perfectly in Logic, and the duration of the 
audio and the cartoon match at 1min 17 seconds.

First I tried bouncing it as 24 bit aiff, and converting to mp3 using 
ITunes.
It seemed to work when the mp3 was inserted into the .fla and published 
as an .swf.

BUT ........

As soon as I put the file onto the net using Dreamweaver, the sync 
slips out.

On my 12 year-old son's advice (He did the visuals) I consulted:

which suggests that I use .wav format when adding the audio to the 
visuals in Flash.

I rebounced using .wav at 16 bit.

Same problem with sync.

The baby sneeze at the end of the Haitian lullaby is supposed to be 
synced to the pi lightbulb appearing above the Professor's head

What is the best way to bounce from Logic, and get it to work right?

Any help/advice on how to get this Flash cartoon to remain in sync as 
it is looped is appreciated.
