Hi Charles,
It's not the file type that matters but how you set the output in flash.

There are 2 major types of sound in Flash
1) Streaming
2) Event

When you click on a keyframe on the timeline - you will see the option 
in your Frame actions window.
Streaming sounds will lock to frames - this is what you want.
Event sounds are good for ambient stuff that doesn't need to lock to 
picture.
