I heard that most of the spam comes from Russia, Eastern Europe, and China. I 
think much of the arab world has censored media, and they don't have regular 
electricity in Gaza. It takes people with computers, some technical expertise 
(especially for the spyware and viruses), time, and unfettered access. I heard 
in fact, that China has all sorts of trained hackers ready to bring the 
internet to a standstill whenever they want. In fact they did a little of this a 
few years ago when the US plane was brought down and captured.
