It really depends on the backspace of the 13" wheels compared to the 14" wheels. This is the distance from the mounting surface of the wheel to the inner rim and can vary even with similar wheels. If you want wheels to be positioned where they are now, the distance from the mounting surface to the outer rim should remain unchanged. It is unlikely you would have a problem with clearance. The heater hose is the most intrusive object into the wheel well but it could be adjusted if necessary. I have 17" rims on my car with no clearance issues at the front. High performance tire selection seems limited for 13", and going to spline hubs cures an issue with differing bolt patterns with the Alfa-Romeo axle I plan to fit. Not sure what the Max. diameter is for tires to fit, with that I can see about 14" Dia. tire possibilities.
