Steve, Maybe a bit late to help out, and don't know US law as I'm in the UK. My car is 1990, and still has the simple 4 digit chassis number (a Mantula), I think the VIN requirement may have come in with the next model (Mantara) in 1992. Of course many kit cars used older engines from donor vehicles, so the other magic number is the engine number. You may have an older engine than the car, which could affect emission testing. Rory at Marcos Heritage Services has the records of all cars (AFAIK) and so should be able help with date evidence from the car number - and almost certainly he can tell you when the VIN number came in (which could help convince the authorities it never had one). In the UK, my car has a 1995 registration (took 5 years to build), but is exempt from having a cat fitted as it was a kit car, and has an easier emission test as the engine is 1990. Lucky me.
