Maybe a silly question, but, is the OB CLK output able to function as
a gate?

If you run the sequencer with a gate, that's what the OB Clock gives
you out.  If you run it forom a trigger (mommentary, no sustain),
that's what you get out the OB clock.  The only conditioning 
provided it does is not allow a signal to pass when the sequencer not
running.
