Are you certain that the /private/etc/cups/ppd subdirectory privileges look correct? When I look at the info for that subdirectory (Cmd-i), System is given Read&Write privilege, and \u201c_lp\u201d and \u201ceveryone\u201d are given Read privilege.

I had repaired everything before the last try.
