Usually the ICC profiles are installed simply by right clicking the appropriate file (whether still within a Zip or compressed file, or after expanding the file to a hard disk location). As for me, I keep ALL of my profiles in a specific folder location and then install, using the right-click function (and at the top of the menu drop-down is Install). Mostly, I like to keep my C-drive as lean and clean as possible, so every font, ICC profile, etc, is kept on an alternate drive, though C accesses via shortcuts. Windows Color MGMT function can assist in managing.

However, you seem to indicate a different issue; though it is uncertain your steps to install. Like Occam's Razor, the simplest steps (or re-steps) can clarify. That said, periodically, some ICCs (on shortcut) can disappear inopportunely (but you just reinstall them). Other times they don't show up in an app, but, once you close and then re-open the app, the profiles are there. In Windows, the color management function is a good tool to visually check for the installation of ICC profiles, fonts, and other things.
