Dmin is established by the density of paper white. Unless you have some white ink installed in your printer, that's as low as you can go. Of course you could use a brighter paper. Seriously, though your dmin value does seem unusually high. Looking at the various curves in the distribution, most dmin values are in the range .02 to .08. For example looking at the 4000 curve for Moab Entrada Natural the first linearization step (effectively the dmin or density of paper white) is .03 and the 10% gray step, at .015, is just slightly darker than your dmin. It could be that Kayenta is darker than most other papers, your density measurements are off, or your curve is putting ink down at 0% gray.
