trying to set margins but always ends up about 1/8"

I searched the Conversations the best I could but can't find the answer to my problem. I'm trying to set my margins in the 1/2" to 1" range but always get about 1/8" when I print. Am using a Windows 10 computer and an Epson 1400 printer and the paper sizes are usually 8 1/2 x 11 (the Letter setting) or sometimes half that, ie 8 1/2 x 5 1/2, a half sheet. For the half sheet I use the Custom Size setting. I've tried scaling the print in QTR, and sometimes scaling the print in Photoshop to the exact size for QTR, in which case I set the size in QTR to 100%.

Should I upgrade to 2.7.7? I didn't think I needed to because when Roy was asking for beta testers for the new quadprofile.exe I participated. That fixed the Curve Creator problem for me. He made available that profile for us to test which I believe later was incorporated in 2.7.7. I'm not sure this has anything to do with my margins problem but thought I'd better mention it.

I tried shutting down my computer and printer and restarting QTR but that didn't work.

I had this problem a few years ago but it was because I was sizing my print outside of QTR by using a utility called Fastone. When I sized a print in Photoshop (Elements) I had better luck. But sizing a print in PS didn't work for me this time.
