Just in case some one else has this problem in future.
After my tests, I bought some Ink Press 17 inch transparency roll media to replace the 13 inch transparency roll I was using before that was giving me problems with Print Tool and Epson 4000 printers.
With the 17 inch media installed, Print Tool now drives our Epson 4000's without adding an additional 5 inches to the leading margin. As it does when printing on 13 inch wide roll media.
