QTR-Quadtone RIP

I'm printing on an Epson 4000 with the standard Ultrachrome ink set on 
Epson Premium Luster paper. I noticed last night while printing with 
QTR that the ink was not drying on the prints. Older prints made about 
a week ago still exhibit significant smudging. If I rub a dry finger 
across the blacks, I get a black stain on the finger. Using the Epson 
utility, the prints came out dry with no smudging. 

I have been using the software for a couple months now but this is the 
first time I have noticed the 'wet' prints. Any ideas what is causing 
this problem?

I searched the archive but did not find anything related to this (I'm 
sure I may have missed something.)
