I was able to install and run Sergei's utility on my notebook computer
(Win XPhome), although the pulsetreader.exe -? switch wouldn't work,
and I have been using this despite the inconvenience of swapping the
data outputs from the notebook to my imaging desktop PC running XP Pro
SP1&2.

Last night, pondering the issue yet again, I decided to try removing
the Pulse Color Elite software(I uninstalled ColorPort awhile back).

Yes, the utility now works, so maybe there is a conflict somewhere
here.  Of course I have traded the inconvenience of swapping data from
notebook to desktop, to uninstalling the X-rite Pulse software and
back when I want to use the device for its intended purpose.

I should appreciate it if, Sergei, you would see if you can now
replicate the problem and find a solution.

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
