Hi, they are basically the same, though a pro printer acquaintance thinks there is a marginal difference in the surface texture - but I didn't see a difference personally when I was using them. They don't hold heavy ink loads in the shadows too well, and can look a bit blotchy under close inspection in such areas. I'm also on a budget and have used PremierArt in preference to Epson's cheap papers. Red River papers can be good value, too.
