QTR-Quadtone RIP

The QTR profile page says that RGB capability has been added to 
the profile generator in QTR.  Does that mean QTR can be used to 
generate color profiles for printers and/or monitors as well?

No, there is no color profiling capability.  It only does grayscale 
profiling.
The RGB version just uses R=G=B so the values are gray not color.
Monitor profiling isn't supported at all.
