Frequency shifter carrier vco, probably calibration needed...?

hello list,

i got, few days ago, a brand new carrier vco board
(quo) for my Frequency shifter module and my tech
installed it to my FS module.
now the two vco outputs work (and the module works),
but it seems that the carrier vco board needs
calibration probably?
the symptoms:
the (carrier) vco frequency knob is only effective
from 12 o'clock to max(5 o'clock), but not at all from
12 o'clock to min (7 o'clock).
also the 1volt/oct input does not work at all.
the vcf input works, but it seems that it affects the
carrier vco's frequency in the opposite direction...?
(when it is in the negative territory)

any ideas what the problem could be?
the carrier vco board is new so it should work fine.
probably needs some calibration, as there are about 6
trimmers on the quo board...
any help on this?
