I've downloaded the shareware of wavakai, and it works perfectly on my WinXP system. There are some restrictions, however: in the registered version of the program you can edit your program, such as keyboard range, original key, plus you can edit loop start and end points (up to four loops). All this can also be done with the shareware version, but your editing wil not have any effect to the sample. Another program I just encountered is Awave ( http://www.fmjsoft.com/ ), which can convert many formats: http://www.fmjsoft.com/awfmts.html Awave uses SCSI or MIDI to transfer samples.
