Think of it as the trade off for having a full range of 128 accent levels on every step. You could always assign an aux to 'set velocity'. That would let you use the on/off setting for the aux on each step act like an 'accent' setting, toggling between the default 127 velocity on a blank pattern and the aux values, which could be 'sculpted' to the desired level.
