For the sequencer to work without the display coming on, the CPU interface on the PLED module must be working, but there is a problem on the module driving the display. The intermittent non-booting CPU may also be caused by the PLED module - if it doesn't repsond to the CPU interface. Both could be symptoms of a failed PLED module. Another possibility is that if the 74245 bus driver that handles the PLED interface is gone, it might have failed in a way that breaks the link to the PLED display, but makes the CPU think it's OK.
