P3 bank changes sent from ableton

I swear I've done it before but now I can't get it to work. I can send a part change using the program change in a clip in ableton, but neither bank or sub bank sends any bank changes to P3. OK... now I found it - CC17 sends it, but ONLY when I'm actually drawing the 'envelope' for that CC in the clip, the banks switch while I'm drawing it, but NOT when I just play the clip. I even tried having the envelope switch just after the clip starts, and no go :( What gives? Anybody else have this problem? Found a solution? I'm on ableton 7.0.7 by the way. Thanks, Josh
