Apparently you can use VMM to do that:

However I've no experience with VMM myself.
Otherwise there are a couple of commercial products for Windows  
available, on Mac OS X the functionality is built in.

I suspect you might be able to use MidiOx to achieve the same thing  
through a bit of port tunneling, but I've no idea how to set it up.  
Hold on, port tunneling on Windows? Maybe not.
