Try this to get things working:
Step 1: Make sure the BCF's firmware is OK:
Switch on the BCF: if the display briefly shows "1.10", the firmware
is OK and there is NO need to upload the firmware to the BCF (let
alone go to bootloader mode). The only situation in which you need to
upload the firmware is if the BCF shows "noOS" after power-on, but
this is very rare.
(If you DO have to upload the firmware, use MIDI-OX or BC Manager: (in
my experience at least) Behringer's own firmware upload utility
doesn't work properly.)
Step 2:
Set the BCF to Standard ("B-Control") Mode. (You can change back later
to emulation mode, but for the purpose of getting things to work,
Standard Mode is probably easier.)
If the BCF isn't in Standard Mode at the moment (i.e. the display
shows "MC C" or so), you can make it so by holding the top button in
"column 1" while powering the BCF on: you should then briefly see "bC"
in the display.
Step 3:
Assuming that you wish to use the USB connection (rather than the
standard MIDI sockets), you should get the USB connection with the
computer working by installing the BCF's USB driver for Windows:
First, you must set the BCF's Operation Mode to U-1/2/3/4 (U-1 is
easiest at this stage): press EDIT + STORE, then use the push encoder
in "column 1" to select "u-1", then press EXIT. There should now be a
green light below "USB MODE" on the right-hand mini-LED panel.
Then install the USB driver: the best choice (IMHO) is Behringer's USB
driver vs. 1.2.1.3.
With the BCF switched on and its Operation Mode set to U-1/2/3/4, run
the installation program "bcr2000-driver-setup.exe". Afterwards you
should see "B-Control Midi (10/19/2005,1.2.1.3)" under "Sound, video
and game controllers" in Device Manager (accessed from the Windows
startmenu via Settings -> Control Panel -> System -> Hardware).
Unless there's a hardware fault in the USB controller on the BCF, you
should now be able to run your various software.
Always keep in mind the mode in which the BCF is running at the
moment: for instance, BC Manager and Reason's "native" BCF2000 mode
can only communicate with the BCF properly if the BCF is in Standard Mode.
