No the 96 96 96 96 should be OK
It is how many Midi messages per revolution when I turn it slow, normal , fast, very fast

.resolution 50 0 0 0
would cause the encoder to only output when you are turning it slowly
I thought it was worth a try before more drastic action.

Ah, this is different. If it changes like this, it sounds mechanical. You could get some electrical contact cleaner and spray it down the shaft on each of the encoders before you try to open them up.
This fixed the encoder on my Emu Proteus 2k
