I solved it, I confused the on and off values, it should be highest on 'on' and 0 on 'off' and then I set the step value to match the up value dividable by three, works fine now.
I was making a template for the Minimonsta which maps Legato/Mono/Poly to the same control. Thanks for the reply though!
