Can't you simply connect the BCR (typically in operating mode S-4) to your computer's audio card via standard MIDI cables?
Then you don't need to install any USB drivers for the BCR, and the BCR can work straightforwardly with any MIDI software that can run under Windows 98.
I recommend this, too. I use my BCR even under Windows XP with MIDI. Less hassle with multiple USB devices...
It also gives you the advantage to switch it on and off whenever you want, regardless of your sequencer software.
