Also, with the exception of the push encoder group buttons, all of the buttons don't do anything but say 'on' when I press them and then say 'off' when I let go. The unit is on Preset 1 with no way of changing it.

Maybe memory preset 1 redefines the four function keys (STORE, LEARN, EDIT and EXIT) as "ordinary" buttons.
Does pressing ">" move you to preset 2? If not, this could mean that preset 1 also redefines the "<" and ">" buttons as "ordinary" ones.

To circumvent memory preset 1:
When the unit is off, hold STORE and EXIT, then press the POWER button: the display should say "Init" briefly, after which you get a clean (temporary) preset and you should be able to execute EDIT + STORE to enter Global Setup ("EG") mode.
For more information, see section 22 of "BC MIDI Implementation.pdf" (http://home.kpn.nl/f2hmjvandenberg281/bc2000.html).

If the display briefly says "1.10" after power-up, the firmware is totally fine and re-updating it is completely useless.

Hope this helps,
Mark.
