Bc2000 (for the BCF2000 & BCR2000)

Graham has added me as an extra moderator as he is away a bit, but it
turns out so am I and it looks like we were away at the same time.

My guess is that Graham initially wanted to make the group very open
and easy to join.
I might let him decided if he wants to change the registration rules
