NRPN switch problem

I am using the BCR2000 to control NRPN messages for my Micron synth..
The 32 dials work
great for real time control. 
 I would like to use some of the 20 switches to turn on/off  NRPN
parameters that only
requires a 0 to 1 for a value? Like mono to poly, note reset, etc.
 I can achieve this using rotary dial assignment 
but am unable to succeed when assigning to an on/off switch. When
assigning a 0 to a 1, I
observe
( using -Midiox-) 0 to 128 or 128 to 256.  I believe this still leaves
me with a 0 at the LSB
leaving the parameter unchanged. I can
use the rotary dials but I would really like to understand how to use
the switches to change
NRPN
value. Has anyone using the BCR2000 been able to achieve this?
 I am using version 1.03 on the BCR.

For toggle values, they normally can alternate with values of 63 & 64, but I usually use the extremes so I am sure at a glance what I have. So I use values like 0 or 1 and 127, for CC command based toggles anyway, but I haven't used NRPN for anything yet, so maybe that's different.
