The solution was to not assign any function to it (to kill it, as it were). It happens on all presets to the same rotator, except when no function is assigned.

I can't think of a software solution other than the one you mention.
When it comes to the hardware:
I think there have been discussions in this forum about physical problems like this (also about people physically modifying their BCF/BCRs radically etc.), so you might try searching the message archive for this.
Maybe you could try a cleaning spray or something.
I'm not sure how feasible it is to replace the bad knob: where do you get a fitting replacement? and the act of replacement is no joke either: time-consuming, risky...
By the way: if you're thinking of opening your BCR, you might refer to a small guide I wrote on how to keep the side panels in one piece during this: see http://home.kpn.nl/f2hmjvandenberg281/bc2000.html).
I know from experience that the knobs, buttons and faders of the BC2000 series aren't the best:
- The encoders have very inconsistent physical resistance: some can be turned much more easily then others. Rather annoying.
- Often when I press certain push encoders, the rotating function of the knob is triggered as well. Very annoying.
But I suppose that these weaknesses are to be expected, given the cheapness of the BCF and BCR.
And you must weigh the risk of ruining your BCR altogether if you start physically messing with it.
The question quickly becomes: is it worth the time and effort to try and fix/replace the knob, rather than buying a whole new BCF/BCR...
Best wishes,
Mark.
