It depends on how high above you go - in most cases the input impedences are
pretty high, and there are voltage dividers being used. In those cases it is
not an issue. Occasionally there is no voltage divider, e.g. gated
comparator input, in which case doing so would be less desirable. There is
still 1k in series here, though the higher voltage will get to the chip,
probably just bleeing off through the chip's own internal protection circuit
if present. In all, likelyhood, the chip would survive even if seeing double
the input voltage expected.
