It isn't an MC4046 or a 74xx4046 (where xx will be some other letters) is
it? If so, you have the wrong chip.
for shorts, wiring issues and the like with no discoveries. Any ideas?
Weird. DS 2 LED flashes just fine with no jacks plugged in.
jack is plugged in" activity of DS 1 LED makes me wonder about other problems.
