Well don't I feel ashamed. It is a MC74HC4046N. Good news because everything else on the module was quadruple checked and looked and tested fine. I sure love sockets at times like this.

As for the behavior of the DS1 out, will that be affected by the wrong chip or is the behavior previously described normal?

Does using the one GND by CV to all points on the panel needing grounding have any adverse effects on performance? Thanks Ken for the advice and great PCB!!!
