For what it's worth, the original design I referred to when designing this
specified the SCL4006AE. So apparently an A series should work. Note: SCL
chips by SSS (Solid State Scientific) were deemed to be disasters by
industry many years back.

Suggestions
#1. Increase the 10k pulldown on pin 3 of the 4006 to 100k.
#2. Increase the 33k, 18k divider to 100k, 47k.
#3. Try a 4070 instead of a 4030.
#4. An AE series chip is very prone to static damage, and is no doubt OLD.
